Ukraine has launched an anti-circumvention investigation on silicon-manganese steel wire imports from China to investigate the circumvention of anti-dumping (AD) duties of 32.6% imposed on the subject products from China but going into Ukraine through Malaysia. The investigation was initiated based on a complaint filed by Ukrainian producer PlasmaTec LLC.

Ukraine’s Interdepartmental Commission on International Trade (ICIT) found that steel wire imports from China have decreased, but similar imports from Malaysia have significantly increased, which weakened the effectiveness of AD measures and injured the interests of Ukrainian producers.

To avoid more circumvention, ICIT will require Malaysian exporters to make advance payments (including VAT) at China's current 32.6% duty rate until the investigation ends.
