Ukraine & US to establish mineral fund

Ukraine contains 24 types of minerals listed as key resources by the European Union, including titanium, zirconium, graphite, and manganese. In addition, it also has proven reserves of metals such as lithium, beryllium, rare earths, and nickel.

Recently, the Ukrainian government and the US signed a reconstruction agreement regarding the establishment of a fund by both sides. 50% of the national budget revenue generated from all future mineral mining licenses in Ukraine will be injected into the fund to promote investment within Ukraine.

The fund will be established with the assistance of the US International Development Finance Corporation, but the specific funding scale and structure of future mining contracts have not been detailed. This cooperation can not only unleash Ukraine's growth potential, but also introduce American capital, talent, and governance standards. 

The key point is that Ukraine will fully retain ownership of domestic resources and have the sovereignty to decide on mining projects and locations. The agreement does not involve the privatization of state-owned oil producer Ukrnafta or nuclear power producer Energoatom, and does not create any debt obligations to the US.
