Taiwan’s Customs Administration has decided to impose a provisional anti-dumping (AD) duty on certain flat hot-rolled steel products from China starting July 3, 2025, valid for four months. This determination was based on a preliminary finding of dumping practices causing material injury to the domestic industry, following a complaint filed by China Steel Corporation and Dragon Steel Corporation.

The provisional AD duty will be 16.90% for Baoshan Iron & Steel Co., Ltd., Baosteel Zhanjiang Iron & Steel Co., Ltd., Shanghai Meishan Iron & Steel Co., Ltd., and their affiliated manufacturers, and 20.15% for other manufacturers or exporters.

The products involved are hot-rolled flat steel of non-alloy and other alloy steels, not further processed or embossed, with specific composition ranges, with a thickness from 1.1 mm to 25.4 mm for coils and a thickness of 1.1 mm or more but less than 6 mm. They are under 65 HS codes, including 72082510103, 72082510201, 72111320100, 72111330108, 72253000009, 72254000203, 72269100200, 72269100905, etc.

These products are widely used as industrial raw materials in construction, automotive, home appliances, and energy industries.

A final investigation will continue, and the dumping margin or conclusions may change based on further findings.
