The Canada Border Services Agency (CBSA) has completed an administrative review to determine the normal values, export prices, and subsidy amounts for certain oil country tubular goods (OCTG) and seamless casing exported from China to Canada by Wuxi Huayou Special Steel Co. The review also established the subsidy amounts applicable to OCTG and seamless casing exported by Linzhou Fengbao Pipe Industry Co. The review period was between January 1st, 2024, and December 31st, 2024.
As WHS Steel did not submit a response to the CBSA’s dumping Request for Information (RFI) by the specified deadline, normal values for subject goods exported to Canada by WHS Steel will be determined in accordance with a ministerial specification under section 29 of SIMA. The export prices will be increased by 166.9% for OCTG and 91.0% for seamless casing.
Besides, the countervailing duties for Wuxi Huayou Special Steel & Linzhou Fenbao are estimated at RMB 4,070 per ton for OCTG and RMB 3,381 per ton for seamless casing.
