European metal producers are urging the EU to impose export controls or tariffs on scrap metal within weeks. This follows a surge in exports to the US, triggered by President Trump’s imposition of a 50% tariff on imported steel and aluminium. The resulting spike in tariff-free scrap prices is threatening the EU’s carbon-reduction goals, since recycling consumes significantly less energy and emissions than producing primary metal.

Industry groups, including Eurofer and European Aluminium, warn that continued scrap outflows could hurt investments in green technologies and jeopardize European self‑sufficiency. 

In the first quarter of 2025, EU scrap exports to the US nearly tripled compared to the previous year. The European Commission is currently reviewing the situation and expects to decide on potential trade measures in steel, aluminium, and copper by the third quarter of 2025. 

Metal industry leaders stress that urgent action is necessary, warning that waiting for a broader trade deal with the US could be too late.
