Brazil's Secretariat of Foreign Trade (SECEX) has initiated an anti-dumping (AD) investigation into potential dumping of metal sheets imported from Japan, Germany, and the Netherlands, following a request submitted in October 2024 by Companhia Siderúrgica Nacional (CSN), the only metal sheet producer in Brazil.
SECEX cited evidence of significant damage to the national industry caused by these imports. A ruling published on June 2, 2025, detailed high dumping margins. Japan, Germany, and the Netherlands received 79.03%, 67.12%, and 70.92%, respectively.
The products involved are metal sheets of carbon steel, alloy or non-alloy, of any width with a thickness of less than 0.5 mm, classified under tariff codes 7210.12.00, 7210.50.00, 7212.10.00, and 7212.50.90 of the Mercosur Common Nomenclature (NCM).
