According to the report, Taiwan's Ministry of Economic Affairs (MOEA) announced that in line with the European Union (EU)'s Carbon Border Adjustment Mechanism (CBAM) implementation schedule, October 2023 will mark the beginning of a transition period. During this time, importers are required to declare the carbon emissions associated with their imported products. Starting in 2026, CBAM will be officially implemented, and product importers will need to make financial adjustments by purchasing CBAM certificates to offset carbon costs.

Some industries are concerned about how the carbon fee collection system will be integrated with the EU's CBAM. The MOEA explained that the "carbon fee, announced on May 17, 2023, following the EU's CBAM, is a component of the CBAM itself. It is a defined form of effective carbon pricing that can be deducted.

The Ministry of Economic Affairs emphasized that according to the EU CBAM voucher deduction rules, if the products covered by the CBAM regulations receive free emission allowances in the EU, the corresponding emissions will not incur a carbon cost. Furthermore, if the product has already paid a carbon price in the country of production, such as a carbon tax, carbon fee, or through emissions trading, supporting documentation can be submitted for deduction.
