Five US pipe manufacturers, including ArcelorMittal Tubular Products, Michigan Seamless Tube, LLC, PTC Alliance Corp., Webco Industries, Inc., and Zekelman Industries, Inc., filed a complaint with the US Department of Commerce (DOC) and the International Trade Commission yesterday, indicating that the imports of cold-drawn steel mechanical pipe from China, Germany, India, Italy, South Korea and Switzerland which caused injury on the domestic industry.

The dumping margin for China was 88.82%~188.88%; that for Germany was 70.53%~148.32%; that for India was 25.48%; that for Italy was 37.23%~69.13%; that for South Korea was 12.14%~48.61%; that for Switzerland was 40.53%~115.21%.

In addition, the complaint alleged that the Chinese and Indian governments provided a high countervailing duty for their manufacturers of cold-drawn steel mechanical pipe.

The US DOC would decide whether to initiate anti-dumping and countervailing ivestigations within 20 days after the filing of the application, and the US International Trade Commission would initially decide whether there was any material damage or threat within 45 days.

The whole investigation process might take about one year, and the final determination of anti-dumping, countervailing duty and damage would be released in spring 2018.
