USDOC: No dumping found on Turkey’s large diameter welded pipes

On July 28, 2025, the US Department of Commerce (USDOC) preliminarily determined that large diameter welded pipes from Turkey were not being sold below fair value in the US market during the period of review from May 1, 2023, to April 30, 2024. Therefore, the USDOC calculated a weighted-average dumping margin of zero percent for Turkey’s HDM Celik Boru Sanayi Ve Ticaret A.S. and Emek Boru Makina Sanayi ve Ticaret A.S.

The review was also rescinded for three companies after review requests were withdrawn, namely Noksel Celik Boru Sanayi A.S., Toscelik Profil ve Sac End. A.S., and Toscelik Spiral Boru Uretim A.S., as well as for seven other companies that had no entries in the US Customs and Border Protection data.

The final results of this administrative review are expected within 120 days of the notice's publication in the Federal Register.
