US makes preliminary CVD ruling on China’s temporary steel fencing

On June 17, 2025, the US Department of Commerce (USDOC) announced preliminary countervailing duties (CVD) on temporary steel fencing imported from China, following an investigation initiated in February this year into both anti-dumping (AD) and CVD measures.

Hebei Minmetals Co., Ltd. faces a 33.27% subsidy rate, while Shijiazhuang SD Company Ltd. received a 139.20% rate. Several other Chinese producers and exporters, including Anping County Xingpeng Hardware Co., Ltd. and Shenzhou Yuelei Metal Products Co., Ltd., were assigned a 301.83% rate for failing to cooperate with the investigation. All other Chinese producers and exporters will be subject to an 86.24% subsidy rate.

A final determination is expected on October 27, 2025. The products involved are under Harmonized Tariff Schedule of the United States (HTSUS) subheading 7308.90.9590.
