It was reported that the Russian government will buy and store up to 50,000 tons of aluminum, according to a decree issued by the Russian government on November 28th. RUSAL's shares rose by 2% in Moscow stock market after the announcement.

The decree, issued on November 26th, stipulated that Russia will spend 10 billion rubles to acquire aluminium for state reserves, in partnership with Oleg Deripaska.
