EU launches new surveillance tool to monitor import surges & trade diversion

The European Commission launched a new surveillance tool to guard against sudden and potentially disruptive increases in imports. The system is designed to prevent trade diversion, where goods blocked from other markets due to tariffs or restrictions are redirected into the EU. Using customs data, the tool provides fact-based insights that enable early detection and timely intervention to protect the EU market.

To support this effort, the Commission is encouraging EU manufacturers, industry associations, and Member States to review import trends on the tool’s website and submit additional market intelligence. This input will help identify products at risk from sharp import increases.

The tool is part of a broader initiative led by EU Commission President Ursula von der Leyen, which includes an import surveillance task force. Since January 1, 2025, the task force has monitored imports using a statistical dashboard and will continue to publish updates online. In parallel, the Commission is also initiating dialogue with China to track possible trade diversion and address any emerging issues.
