The US finalized tariff levels on solar cells and panels from Southeast Asia, concluding a year-long trade case initiated by American manufacturers alleging unfair competition.

The US Department of Commerce (USDOC) had previously issued preliminary anti-dumping (AD) and countervailing duties (CVD) on solar equipment from Cambodia, Malaysia, Thailand, and Vietnam, following a complaint by petitioner, The American Alliance for Solar Manufacturing Trade Committee’s members, including First Solar, Inc., Hanwha Q CELLS USA, Inc., and Mission Solar Energy LLC. These companies argued that Chinese-owned factories in Southeast Asia were selling below cost and benefiting from unfair subsidies, which made American products uncompetitive.

The USDOC’s final decision on April 21, 2025, set AD duty rates between 8.59% and 271.28% and CVD rates between 14.64% and 3,403.96%. The tariffs' final implementation will be subject to a final determination made by the US International Trade Commission (USITC) in June.
