According to the SMU Steel Summit Conference this year, the American Iron and Steel Institute (AISI) pointed out that the global steel now was in an overcapacity situation.

In China, the domestic steel output soared to more than 10 times that of US production in 2018 and continued to grow. The most serious country in the global overcapacity problem was China.

In the SMU Steel Summit Conference, most participants thought that Article 232 was beneficial to most countries, and Article 232 tariffs and Chinese 301 tariffs were remarked of the beginning of war and contradictions.

However, whether the method used would achieve the desired goals or not, tariffs would not help national security and were defined as a kind of abuse behavior of the law.
