South Korea's Ministry of Economy and Finance (MOEF) has officially extended the anti-dumping (AD) duties on stainless steel flat-rolled products with a thickness of 8mm or less, imported from China, Indonesia, and Taiwan, by another five years, effective on May 16, 2025. These AD duties are the same as the rates last levied in 2021.

Chinese exporters will face AD duties between 23.69% and 25.82%, Indonesian suppliers face 25.82%, and Taiwanese exporters’ rates are from 7.17% to 9.47%. However, several major exporters from these countries have secured an exemption by committing to increase their export prices. These companies are China’s Shanxi Taigang Stainless Steel Co., Ltd., TISCO Stainless Steel (H.K.) Limited, Shanxi Taigang Bonded & Comprehensive Service Co., Ltd., Angang Lianzhong Stainless Steel Corporation, Indonesia’s PT. Indonesia Tsingshan Stainless Steel, PT. Indonesia Guang Ching Nickel And Stainless Steel Industry, PT. Indonesia Ruipu Nickel and Chrome Alloy, Eternal Tsingshan Group Limited, Golden Harbour International Pte. Ltd., Taiwan’s Yieh United Steel Corporation (Yusco), Yieh Mau Corp., Tang Eng Iron Works Co., Ltd., Yieh Corporation Limited, and Walsin Lihwa Corporation.

Besides, the MOEF has established several exemptions for specialized or high-grade products that have minimal impact on the domestic market. These exempted products include specific stainless steel grades meeting international standards, including ASTM S31254, S31803, S32050, S32205, S32750, and N08367, nickel-based and 200 series products under 6% nickel content and 3% or more manganese content, hot-rolled products with a width of 2,000 mm or more, ASTM 316/316L grade hot-rolled products with a thickness between 3.0 mm and 4.0mm and a width of 1,524 mm or more, Chinese GB-standard grades (2Cr13, 3Cr13, 4Cr13, 6Cr13) that are 3mm thick or less, 400mm wide or less, with a hardness between 250 HV and 350 HV, products with specific chemical compositions or dimensions, as well as cold-rolled steel products coated on both sides with nitrile butadiene rubber and specific chemical content.
