The US Department of Commerce (USDOC) announced on May 5, 2025, that Hoa Phat Steel Pipe Company Limited (Hoa Phat) made no shipments of light-walled rectangular pipe and tube (LWRPT) from China to the US during the August 1, 2022, to July 31, 2023 review period. Consequently, Hoa Phat is now eligible to participate in the certification program related to anti-dumping (AD) and countervailing duty (CVD) orders on LWRPT from China, as well as AD orders on the same products from South Korea and Taiwan.

In a verification report in January, the USDOC said that Hoa Phat verified its ability to certify the country of origin of hot-rolled steel used in its Vietnam-produced LWRPT during the on-site investigation in November last year. This ability, clarified on March 14 this year, applies to the CVD order for China and AD duty orders for South Korea and Taiwan. The deadline for final comments on the USDOC's preliminary results has been extended to May 12, 2025.

The products involved are certain welded light-walled carbon steel pipes and tubes with rectangular (including square) shapes and a wall thickness of less than 4 mm. These products are under the HTSUS subheadings 7306.61.50.00 and 7306.61.70.60.
