US confirms no dumping fact on stainless steel bar by India’s Welspun

The US Department of Commerce (USDOC) made a final determination that Welspun Specialty Solutions Limited (Welspun), the only producer/exporter subject to the new shipper review (NSR) of the anti-dumping (AD) duty order on stainless steel bar from India, made bona fide sale transactions which weren’t made at prices lower than normal value during the period of review from February 1, 2023, through July 31, 2023.

Therefore, Welspun received a weighted-average dumping margin of zero, applicable on October 24, 2024.

On August 13, 2024, the USDOC issued its preliminary results of this NSR and determined that Welspun's sales were bona fide transactions and were not made below normal value. As the USDOC didn’t receive any comments on the preliminary results, no modifications would be done to the analysis, and no decision memorandum was attached to this notice.
