On December 19, 2013, Morocco filed petition to the WTO Safeguards Committee, indicating the domestic industry have suffered damages due to the significant surge in imports of rebar and wire rod concerned.

They recommend combining quotas and tariffs measures, that is to levy 0.05 dirhams/ kg safeguards taxes on wire rods import quota over 100,000 tons and rebar quota over 28,000 tons.

Quotas will increase by 5% per annum but not including China, Taiwan, Hong Kong and Macau. The involved goods of HS code are 7213.91.90.00, 7214.20.90.00, 7214.99.91.00.
