On July 14, 2025, the Canadian International Trade Tribunal (CITT) started a preliminary injury inquiry into a complaint by Canada Pipe Company ULC, operating as Bibby-Ste-Croix. The Quebec-based firm alleged it has been injured by the dumping and subsidizing of cast iron soil pipe from China.

This inquiry, under the Special Import Measures Act (SIMA), runs alongside dumping and subsidizing investigations by the Canada Border Services Agency (CBSA). The CITT will determine by September 9, 2025, if there's a reasonable indication of injury caused by the alleged dumping and subsidizing. If so, the CBSA will proceed with preliminary determinations by September 24, 2025.

The products involved are finished or unfinished cast iron soil pipe, from 1.5 to 18 inches in nominal outside diameter, under HS codes 7303.00.00.10 and 7303.00.00.90.
