On October 18, 2024, Canada announced the launch of a process for Canadian companies to request remission of surtaxes on electric vehicles (EVs) and steel and aluminum imports from China, as well as the potential surtaxes on critical manufacturing sector products imported from China.

The policy is to ensure the Canadian industry has sufficient time to adjust their supply chains. The remission or the refund of the paid surtaxes is available for specific and exceptional circumstances.

The decision was made to ensure Canadian workers and businesses are not unduly burdened by additional taxes on imports from China, said the Canadian government.

The government will consider requests for remission of surtaxes under three circumstances. First, situations where goods used as inputs or substitutes for those goods cannot be procured domestically or reasonably from non-China sources. Second, where there are contractual requirements before August 26 this year, requiring Canadian companies to purchase Chinese inputs for their products or projects within a specific period. Third, other exceptional circumstances that may have a significant adverse impact on the Canadian economy.

No remission will be granted for goods intended for resale in the same condition to the US.
