Canada implements new tariff rate quotas on steel from non-FTA countries

The Canadian government announced new tariff rate quotas (TRQs) on steel mill products imported from countries without free trade agreements (FTAs), effective June 27, 2025. The TRQs are set at 2.6 million tons, reflecting 2024 levels from non-FTA partners.

A 50% surtax will apply to steel imports from these sources exceeding the 2024 quantity. This additional charge will be imposed on top of existing surtaxes or anti-dumping and countervailing duty measures, as well as the upcoming tariffs on steel "melt and pour" countries.

Canada's Department of Finance said this temporary trade measure will help stabilize the domestic steel market and address the risk of steel diverted from the US to Canada.

This new measure will be reviewed in 30 days.
