The US Department of Commerce (USDOC) found that certain Turkish steel concrete reinforcing bar (rebar) producers and exporters received countervailable subsidies during the period of review in 2016 calendar year, including Colakoglu Metalurji A.S. (Colakoglu Metalurji, Colakoglu), Icdas Celik Enerji Tersane ve Ulasim Sanayi A.S. (Icdas) and Kaptan Demir Celik Endustrisi ve Ticaret A.S. (Kaptan Demir).

According to the ruling, the final countervailable subsidy rate for Icdas was set at 2.76%, higher than the previous minimum rate of 0.02%; the final subsidy rate for Colakoglu was 1.82%, higher than the previous 0.18%.

The other 11 Turkish producers and exporters were subject to a final subsidy rate at 2.29%, which was higher than the previous final rate of 1.25%. Kaptan Demir was found that its subsidy rate was still negligible.

Besides, the USDOC withdrew the administrative review on DufEnergy Trading SA (DufEnergy), Duferco Celik Ticaret Limited (Duferco Celik), Ekinciler Demir Ve Celik Sanayi AS (Ekinciler Demir) and Habas Sinai ve Tibbi Gazlar Istihsal Endustrisi A.S. (Habas).
