The US Department of Commerce (USDOC) established a preliminary subsidy rate of 66.61% for Shougang Holding Trade (Hong Kong) Ltd., Shougang Jingtang United Iron & Steel Co. Ltd., and all other Chinese producers in its countervailing duty (CVD) investigation regarding tin mill products.

Commerce initiated the investigation on April 30, 2026, alongside parallel anti-dumping (AD) probes covering imports from China, Turkey, and Taiwan.

The products involved are under Harmonized Tariff Schedule of the United States (HTSUS) codes 7210.11.0000, 7210.12.0000, 7210.50.0020, 7210.50.0090, 7212.10.0000, 7212.50.0000, 7225.99.0090, and 7226.99.0180.

Final countervailing determinations are coordinated with companion AD timelines, targeting December 1, 2026. United States Steel Corporation and the United Steelworkers (USW) filed the original petitions, running concurrently with US International Trade Commission injury assessments.
