US makes final CVD sunset review ruling on PC strand from China

The US Department of Commerce (USDOC) finalized its third expedited sunset review on August 4, 2026, determining that terminating the countervailing duty (CVD) order on prestressed concrete steel wire strand (PC strand) imported from China would likely cause continuing or recurring subsidies.

The authority reviewed the administrative order under statutory provisions to evaluate potential market impacts. Specific net countervailable subsidy rates determined by the USDOC include 9.42% for the Fasten Group Corporation and associated entities, and 45.85% for the Xinhua Metal Products Company and its related companies. Meanwhile, all other Chinese producers and exporters are subject to a residual net countervailable subsidy rate of 27.64%.
