US maintains AD & CVD duties on hot-rolled flat steel imports from 6 countries

The US Department of Commerce (USDOC) is continuing anti-dumping (AD) and countervailing duty (CVD) orders on hot-rolled carbon steel flat products from India, Indonesia, China, Taiwan, Thailand, and Ukraine. This is a result of the determinations made by the USDOC and the US International Trade Commission (ITC) that revoking the existing duties would likely lead to the continuation or recurrence of dumping, countervailable subsidies, and material injury to the US steel industry.

This order became effective on September 23, 2025. US Customs and Border Protection (CBP) will continue collecting cash deposits. The dumping margin is 44.40% to India, 47.86% to Indonesia, 90.83% to China, 29.14% to Taiwan, 20.30% to Thailand, and 90.33% to Ukraine.
