US issues preliminary AD determination on Japan’s non-oriented electrical steel

The US Department of Commerce (USDOC) announced preliminary results for its anti-dumping (AD) duty review regarding non-oriented electrical steel (NOES) from Japan, determining a weighted-average dumping margin of 0.0% for Nippon Steel Corporation for the review period spanning December 1, 2023, to November 30, 2024, finding no sales below normal value.

The merchandise subject to the order is NOES, which includes cold-rolled, flat-rolled, alloy steel products, whether or not in coils, regardless of width, with a thickness of 0.20 mm or more, in which the core loss is substantially equal in any direction of magnetization in the plane of the material. These products fall under HTSUS codes 7225.19.0000, 7226.19.1000, 7226.19.9000, 7225.50.8085, 7225.99.0090, 7226.92.5000, 7226.92.7050, 7226.92.8050, and 7226.99.0180.

The USDOC plans to send duty assessment instructions to the Customs and Border Protection (CBP) at least 35 days after publishing the final results. However, if a challenge is filed at the US Court of International Trade, CBP will hold off on final entry processing until the time to request a statutory injunction expires.
