US confirms tariffs circumvention fact on Thai seamless OCTG using Chinese steel billets

The US Department of Commerce (USDOC) issued a final affirmative determination of circumvention of the anti-dumping (AD) duty and countervailing duty (CVD) orders on seamless oil country tubular goods (OCTG) imported from Thailand, finding these subject goods are circumventing the existing AD and CVD on OCTG from China by using steel billets produced in China.

The products involved in the case for China are seamless or welded OCTG and coupling stock, finished or unfinished, including all end finishes and API/non-API specifications, with or without thread protectors.

However, only seamless OCTG completed in Thailand using Chinese-origin steel billets that are exported from Thailand to the US is within the scope of the circumvention inquiry. Products made from non-Chinese billets are exempt from these specific penalties.
