US confirms Oman-exported carbon steel pipes used Chinese steel to evade AD & CVD orders

The US Department of Commerce (USDOC) determined that certain circular welded carbon quality steel pipes completed in Oman circumvent anti-dumping (AD) and countervailing duties (CVD) by using hot-rolled steel produced in China. Therefore, the government will collect AD deposits at 85.55% and CVD deposits at 39.01%.

Customs and Border Protection (CBP) will apply these rates to any relevant imports entering the US on or after November 19, 2024. This decision aims to prevent the evasion of trade taxes through third-country processing of Chinese materials.

This final ruling concludes an investigation launched in July 2025.

The products involved are certain welded carbon quality steel pipes and tubes with a circular cross-section, outside diameter from 0.372 inches (9.45 mm) to 16 inches (406.4 mm). They include standard and structural pipes (also known as circular, structural, or mechanical tubing), regardless of wall thickness, surface finish, end finish, or industry specification.
