South Africa’s ITAC not to impose provisional safeguard duties on corrosion-resistant steel coils

According to a notice released on January 30, 2026, the International Trade Administration Commission (ITAC) of South Africa made a preliminary decision not to impose provisional safeguard duties on corrosion-resistant steel coil imports while the investigation continues.

This investigation was initiated on July 25, 2025, after an application by ArcelorMittal South Africa Limited (AMSA), supported by Safal Steel (Pty) Ltd (SAFAL).

The ITAC acknowledged that a recent, sharp import surge caused serious injury, including suppressed prices and declining profits. However, since indicators such as output, employment, capacity utilization, and sales remain stable, the commission determined that no critical circumstances exist to justify the levy of provisional measures.

The subject goods are corrosion-resistant steel coils, with a width of 600mm or more and a thickness of 0.45mm or more, either aluminum-zinc alloy coated or zinc coated, under HS codes 7210.61.40, 7210.61.90, 7210.49.40, 7210.49.50, 7210.49.90, 7225.92.45, 7225.92.55, and 7225.92.90. These products are used primarily in construction, housing, and automotive sectors.
