The Eurasian Economic Commission (EEC) has initiated an anti-dumping (AD) review investigation into seamless stainless steel pipes from Ukraine, based on applications by major producers including Pipe Metallurgical Company (TMK), TMK-Inox LLC, and Cyberstal, supported by Kazan Pipe Rolling Plant LLC. These companies represent the union's entire production capacity.

Existing AD duties, ranging from 4.32% to 18.96%, remain active until September 6, 2026. However, domestic firms argue that removing these protections would cause further economic damage.

Internal statistics show that stainless pipe production within the Eurasian Economic Union (EAEU) fell by 11% between 2023 and 2025. During this period, sales profits dropped by 28%, and margins decreased by 44%. Because of these declining performance metrics, the commission will evaluate whether to maintain the current AD measures.

The products involved are seamless stainless steel pipes with a diameter of up to 426 mm, classified under HS codes 7304 41 000 1, 7304 41 000 5, 7304 41 000 8, 7304 49 100 0, 7304 49 930 1, 7304 49 930 9, 7304 49 950 1, 7304 49 950 9, 7304 49 990 0, 7304 90 000 1, and 7304 90 000 9.
