ALACERO indicates slow response and lack of tools in Latin America to counter strong growth of Chinese steel

In a report published by the Latin American Steel Association (ALACERO by its Spanish abbreviation), Latin America's response has been slow and lacks the necessary tools to counter the rapid growth of steel imports from China.

According to this report, Chinese steel has established an undisputed dominance in the region, with a growth of 233% over 15 years (from 2010 to 2024), saturating the Latin America market with low prices that threaten local production.

The report indicates that Latin America's response has been insufficient. For example, anti-dumping investigations typically last an average of 462 days, compared to only 398 days globally. Furthermore, other instruments, such as countervailing duties to counteract subsidies and safeguards against massive imports, are underutilized.

Due to increasing imports of Chinese steel, the region's steel industry is experiencing plant closures and job losses, despite the increased steel demand from the construction and automotive sectors.
