US makes AD ruling on welded pipes from Taiwan & Turkey

The US Department of Commerce (USDOC) initially determined that Taiwanese and Turkish producers and exporters of certain circular welded carbon steel pipes and tubes sold their products in the US at prices below fair value during the period of review from May 1st, 2017 to April 30th, 2018.
The initial weighted-average dumping margin for Taiwan was set at 2.44%, lower than the previous final rate of 7.47%. Turkish Borusan Mannesmann received an initial weighted-average dumping margin at 14.37%, and Kale Baglanti Teknolojileri San. ve Tic. A.S., Noksel Celik Boru Sanayi and Çınar Boru Profil Sanayi ve Ticaret A.Ş. was set at 14.47%, which will be higher than the final rate of 2.55% if it was finalized. The initial dumping margin for Turkish Toscelik was zero, the same as the final rate previously set in the administrative review.
Certain steel pipe producers and exporters in Turkey were found no transactions during the period of review, including Erbosan, Borusan Birlesik, Borusan Gemlik, Borusan Ihracat, Borusan Ithicat, Borusan Holding, Borusan Mannesmann Boru Yatirim. Holding A.Ş. (BMBYH), Tubeco Pipe and Steel Corporation (Tubeco), Cayirova, Yucel and Yucelboru.
