Brazil initiated the anti-circumvention review to investigate whether the existing anti-dumping (AD) duty order applied to cold-rolled stainless steel products originating in China is evaded through marginal modifications, based on an application filed by Aperam Inox América do Sul S.A.

The petitioner alleged that Chinese producers and exporters circumvented the current AD measures by using 2xx series and 410 series stainless steel products instead of 304 and 430 stainless steel products in exports.

The products involved in the AD measure are flat products of austenitic stainless steel type 304 (304, 304L, and 304H) and ferritic stainless steel type 430, cold-rolled, with a thickness equal to or more than 0.35 mm, but less than 4.75 mm, classified under tariff codes 7219.32.00, 7219.33.00, 7219.34.00, 7219.35.00 of the Mercosur Common Nomenclature (NCM).

The investigation period is from April 2018 to March 2023. The final decision will be made within six months unless extension.
